Reinforcement works

Phoenix Energy are carrying out essential planned reinforcement of our network on the Upper Newtownards Road. This is to ensure that we continue to meet the needs of our growing and existing customer base now, and into the future.   

This project started on 26th August 2024 and is scheduled to continue until the end of April 2025.

We encourage you to keep up to date with progress and upcoming areas of work via this page to best inform your travel arrangements in this area, as timescales are subject to change.

We have, and will continue to, engage with the Department for Infrastructure, public representatives, and members of the public to identify opportunities to continue minimising the impact on journey times.

Latest Update: 21st January 2025

This weekend Phoenix Energy will be carrying out works at the junction of Carrowreagh Road/Upper Newtownards Road.

Construction is due to commence on Saturday 25th January and finish on Sunday 26th January with extended working hours in place to help minimise the duration of works.

Carrowreagh Road will be closed in one direction for traffic coming from Upper Newtownards Road and a diversion will be placed via Dunlady Road. Traffic heading towards the Upper Newtownards Road from Carrowreagh Business Park or Millreagh will be unaffected.

Latest Update: 10th January 2025

This weekend, Saturday 11th and Sunday 12th January, works will take place on the Upper Newtownards Road, at the Stoney Road junction.

Construction will take place along two central lanes at the junction, allowing traffic to flow via one lane in city / country bound directions.

Access to Stoney Road and Ardcarn Way will be possible in one direction only from the Upper Newtownards Road, depending on your direction of travel. It will not be possible to cross the works site in the central two lanes. See the map below for more detail.

Latest Update: 6th January 2025

The final phase of works along the Upper Newtownards Road will commence on Monday 6th January at the Stoney Road junction, moving citybound to Hawthornden Way and run for approximately 16 weeks, ending April 2025.

Traffic management will be in place throughout the project with lane closures in both directions and the need for road closures at junctions and streets along the route. Traffic flow will be maintained via one lane in both a city and country bound direction.

Stoney Road to Hawthornden Way works map (pdf)

Latest Update: 13th December 2024

Gas works are currently paused for the festive season as the embargo continues until early January 2025. The final phase of works will start at the Stoney Road junction on Monday 6th January 2025, moving citybound to Hawthornden Way. 

Two central lanes will be closed as work takes place, allowing traffic to flow via one lane in a citybound and country bound direction. The works are scheduled for approximately 16 weeks, ending April 2025. 

Local diversions will be in place for side streets and all work will be carried out in small sections to minimise impact to commuters.

Schedule of Works

Phase 4 - Active

- Saturday 25th January to Sunday 26th January: works planned to take place at Carrowreagh Road junction (see Latest Update above for further details).

- Saturday 11th January to Sunday 12th January: works taking place at the Stoney Road junction are now complete.

- There will be an embargo on all roadworks from Monday 25th November until the beginning of January which means there will not be any disruption to commuters and Christmas shoppers throughout December.

- Monday 11th November to Sunday 24th November: works taking place at Dundonald Cemetery, moving citybound to the Rosepark junction are now complete.

Phase 2 - Complete

- Ballyregan Road to Dunlady Road.  

- From Saturday 26th October to Friday 8th November.   

- Saturday 26th and Sunday 27th October: works taking place at Ballyregan Road junction are now complete.

Phase 3 - Complete

- Comber Road to Ballyregan Road.  

- From Monday 30th September to Friday 25th October.  

- Saturday 5th and Sunday 6th October – works taking place at Comber Road junction are now complete.

- Saturday 19th and Sunday 20th October - works taking place at East Link Road junction are now complete.

Phase 1 - Complete

- Carrowreagh Road to Dunlady Road.

- From Monday 26th August to Sunday 13th October (now scheduled to complete by Monday 30th September).  

- Saturday 21st and Sunday 22nd September - works taking place at Dunlady Road/Robbs Road junction are now complete.
