Network Reinforcement 2024/25

Phoenix Energy are carrying out essential planned reinforcement of our network on the Upper Newtownards Road. This is to ensure that we continue to meet the needs of our growing and existing customer base now, and into the future.   

This project started on 26th August 2024 and is scheduled to continue until the end of April 2025.

We encourage you to keep up to date with progress and upcoming areas of work via this page to best inform your travel arrangements in this area, as timescales are subject to change.

Latest Update: 11th October

We’re pleased to report that Phase 3 of works (starting at Comber Road junction and moving country bound to the Ballyregan Road) are progressing well and we are on target for completion by Friday 25th October. The Comber Road junction works which took place on Saturday 5th and Sunday 6th October are now complete.

Works next weekend (Saturday 19th and Sunday 20th October): Works at the East Link Road/Upper Newtownards Road junction are due to take place next weekend on Saturday 19th and Sunday 20th October. Citybound and country bound traffic will be able to pass through the construction site and access to and from the Ulster Hospital will be maintained. 

Commuters will be able to travel along East Link Road up to the point of works at the East Link Road/Upper Newtownards Road junction and then join the Upper Newtownards Road city bound, however will not be able to turn right nor travel straight ahead at the East Link Road/Upper Newtownards junction. Commuters travelling to the hospital along the East Link Road will be diverted along Comber Road from the East Link/Comber Road junction.

Comber Road Diversionary Route To Ulster Hospital (pdf)

Latest Update: 4th October

Phase 3 of works commenced on Monday 30th September, starting at the Comber Road junction and moving country bound to the Ballyregan Road. Construction is running smoothly and is scheduled to complete by Friday 25th October, meaning that Phase 2 works will remain aligned to the original schedule and will be carried out during the Halloween break.

Works this weekend: Works at Comber Road junction will take place on Saturday 5th and Sunday 6th October. Comber Road will remain closed to traffic, except bus service 4D, which will run as normal in a country bound direction on the Saturday. A diversion will be in place via East Link Road and digital road signage will alert residents of the planned works. Please download the map below to view the detail.

Looking ahead, works at Ulster Hospital/East Link Road junction are planned for the weekend of Saturday 19th and Sunday 20th October.

We have, and will continue to, engage with the Department for Infrastructure, public representatives, and members of the public to identify opportunities to continue minimising the impact on journey times.

Phase 1 - Completed

- Carrowreagh Road to Dunlady Road.

- From Monday 26th August to Sunday 13th October (now scheduled to complete by Monday 30th September).  

- Saturday 21st and Sunday 22nd September - works taking place at Dunlady Road/Robbs Road junction.  

- Local diversions are in place.

Phase 3 - Active

- Comber Road to Ballyregan Road.  

- From Monday 30th September to Friday 25th October.  

- The two central lanes of traffic will be closed, allowing traffic to flow via one lane, in both directions.  

- Local diversions are in place.

- Saturday 5th and Sunday 6th October – works taking place at Comber Road junction are now complete.

- Saturday 19th and Sunday 20th October - works planned to take place at East Link Road/Upper Newtownards Road junction.

Phase 2 - Scheduled

- Ballyregan Road to Dunlady Road.  

- From Saturday 26th October to Friday 8th November.  

- The two central lanes of traffic will be closed, allowing traffic to flow via one lane, in both directions.  

- Local diversions will be in place for side streets.

Phase 4 - Scheduled

- Comber Road to Hawthornden Way.  

- From November 2024 to April 2025.  

- The two central lanes of traffic will be closed, allowing traffic to flow via one lane, in both directions.  

- Works will not take place over the month of December.  

- Local diversions will be in place for side streets.
